It's the way the camera perceives the light... when you are there looking at it, both halves look as bright as each other. Your eyes see differently from a camera.
I have taken photos of the cathedral and its reflection from this same spot in the Bishop's Palace Gardens, in different weathers and lights, and the balance between cathedral and reflection changes. The well in which it is reflected is one of the four wells that give the city of Wells its name.
